Education students!
The SOE Office for Research and Grant Support will
utilize
this checklist
to review ALL Human Subjects Protocols (HSP) prepared
by undergraduate and graduate education students before submission to OIRB.
Our aim is to decrease the number of errors made in HSP submitted by
education student investigators and expedite the approval process.
The
checklist
includes helpful links to OIRB guidelines and forms for your use. It is
a shared responsibility of the student and faculty mentor to adhere to all
federal and university rules to protect human subjects. OIRB will also check
records to insure the student and faculty mentor have both completed
investigator's training (initial or renewal) within the calendar year.
Researchers Take Note of Grant Submission Deadline
All investigators applying for grants must submit
their draft applications, the Extramural Checklist and CIRB form to the
Office of Grants and Contracts at least 10 business days prior to due date.
The final applications need to be in the office at least three days before
the due date.
NIH Public
Access Policy
The
recently enacted NIH Public Access Policy requires by law that: a) as of
April 7,
2008,
"all articles arising from NIH funds must be submitted to PubMed
Central
upon acceptance for publication"; and b) "[a]s of May 25, 2008,
NIH
applications, proposals, and progress reports must include the
PubMed
Central reference number when citing an article that falls under
the
policy and is authored or co-authored by the investigator, or arose
from the
investigator's NIH award." Articles derived from NIH-funded
research
that are accepted for publication after April 7, 2008 will be
subject
to this policy. The NIH Public Access website
(http://publicaccess.nih.gov/index.htm)
states that compliance is soon
to be a condition of award.
UAB
establishes new Center for Urban Education
A new UAB
Center for Urban Education will coordinate ongoing teaching, research and
service programs that promote quality education for children in poor, urban
school districts.
The new
center, housed in the UAB School of Education, was approved by the
University of Alabama Board of Trustees during its Feb. 8 meeting.
Deborah Voltz,
Ed .D., who currently directs the school’s Urban Education Project, will
lead the center that will link faculty from the schools of Education,
Natural Sciences & Mathematics and Social & Behavioral Sciences and other
UAB centers and departments.
The new
center will promote the recruitment, development and retention of leaders
for urban school environments and offer education courses centered on issues
of race, class and culture. Faculty in the center also will research new
ways to enhance the educational achievement of students in urban schools.

Using Grants.gov

There are 26
Federal grant-making agencies and over 900 individual
grant programs that award over $400 billion in grants
each year. The grant community need only visit one
website,
Grants.gov, to access the annual grant funds
available across the Federal government.
The migration
from paper to electronic submission via
Grants.gov will take place over the next 18 months.
Each Federal agency will determine their time line and
guidelines for moving from a paper submission process to
the
Grants.gov submission process. Submission of NIH R21
applications are scheduled for June 1, 2006, and R01
applications are scheduled for October 1, 2006. (See
link below for the full NIH migration to
Grants.gov schedule.)
Each agency
will announce their specific guidelines for distribution
to the extramural community on their websites, via
email, via web broadcasts, in specific agency
publications (e.g., the NIH Guide) or in application
guidelines for specific RFP's and RFA's.
The
Grants.gov submission process will apply only to new
applications identified by the funding agency as
eligible for
Grants.gov submission and will not be used for
non-competing continuation reports on existing
multi-year Federal awards. For NIH awardees, the
majority of non-competing continuation reports may now
be submitted through the eRA COMMONS website, not
Grants.gov.
All
applications submitted via
Grants.gov will use the SF424RR application package.
Agency-specific forms (e.g., PHS 398) will no longer be
used. During the transition, applications submitted in
hard copy will continue to use the agency-specific forms
while electronic submissions via
Grants.gov will all be submitted on the SF424RR
forms.
Submission
of Grants for OGCA Review
Grant
proposals requesting funding from external sponsors
should be submitted to OGCA seven to ten (7-10) business
days before the deadline for submitted to the sponsor.
This deadline applies only to grant proposals and grant
progress reports, not contracts or any other documents
processed by OGCA. The following documents are required
by OGCA:

budget (full budget only if required by the agency
